Does it work on like; '1=bad 10=best" scale or it's a different thing.

No, it's a free type of bonus pin you give another member. Each day the system gives you free pin that you use to give to someone as a thanks in a way. The number of pin you can use depends on your user group. You can't rate yourself and the pin is not removed from your personal amount of pin.  It's not cumulative, once you use your days rating you wait till the next day when it resets. If you don't use it, it goes away for the day
